Sherri Duarte, Children’s Hospital of Philadelphia

I am a Nursing Informatics Sr Project Manager at Children’s Hospital of Philadelphia. I manage all aspects of a nursing dashboard project that intends to integrate unit-based and nursing workforce data to support nursing management and inform nursing practice, driving excellent patient outcomes. As an experienced clinical informaticist and health IT leader, I have successfully streamlined nursing workflows, built strategic partnerships, promoted the adoption of various technology solutions, and utilized data-driven insights to improve nursing operations, patient care outcomes, and operational effectiveness.

Before arriving at CHOP, my experience focused mainly on Emergency Department nursing and included cardio-thoracic and lung transplant, Pre-op/PACU, Critical Care education, and air and ground ambulance transport. I transitioned to Health IT in 2012, working in various roles, including Application Analyst and Supervisor, Manager – IT Applications, and Director – Customer Relationship Management (Nursing and Consumers) before transitioning to clinical/nursing informatics. I earned certifications in ITIL Foundations – IT Service Management and the Epic OpTime, Anesthesia, and ASAP applications. I am an ANCC-certified Informatics Nurse, a Certified Professional in Healthcare Information and Management Systems (CPHIMS), and a Business Relationship Management Professional (BRMP).

I previously served on the Arizona HIMSS board as the VP of Events, a position I enjoyed. I’ve been looking for ways to become more involved in the DVHIMSS chapter, and this is the perfect opportunity to jump in with both feet! I enjoy meeting new people, connecting with others, and connecting others through networking. I welcome the opportunity to continue the excellent work of the current board in promoting professional development, insights, and networking opportunities.

Scott Engelman, Main Line Health

My name is Scott Engelman and I am System Director of IT Revenue Cycle/Patient Access/Ambulatory and Corporate Services with Main Line Health.  I have been working in the Health Care Industry for over 20 years and my passion has always been to enhance the patient experience in an everchanging, complex health care environment.

Over the last 20 plus years I have had the tremendous opportunity of utilizing my skills for some of the largest and best healthcare systems in our country, including The Children’s Hospital of Philadelphia, Trinity Health and  most recently Main Line Health along with independent physician groups.  Early in my career I was focused on operational process improvements including reduction of days to collect revenue, increasing financial collections, ease of access for patient intake and creating processes to make teams more efficient.  Over the latter part of my career my passion has been Information Technology and creating ways for organizations to leverage systems to provide the most optimal patient journey through the labyrinth of healthcare possible.  I have also had the opportunity to influence and create positive organizational cultures and lend my leadership skills to create and direct clear paths forward for organizations.  Thankfully, I have been able to expand my skills and exposure by overseeing the areas of training, patient access, revenue cycle, mobile technologies, third party application implementation, corporate services applications and interface/integration systems.

I would love the opportunity to serve on the board with DVHIMMS working with such a diverse and innovative group of individuals from across so many different areas.  I feel it is critical in this day and age to develop a community of likeminded professionals who seek the same outcomes for their patients as well as encouraging and exciting our surrounding peers.  I would appreciate the opportunity to put my extensive knowledge and skills to a broader use, serving and impacting the community as a whole.  Thank you!

Matthew Guldin, Panda Health

I have been an active member of the Delaware Valley HIMSS (DVHIMSS) Chapter’s Board of Directors since 2019, serving in various capacities, including Chair of the Membership Committee and Co-Chair/Chair of the Communication Committees. As a current Board member, I have focused on ensuring more effective communication with our chapter membership, relaunching and maintaining a new chapter website, and managing our social media channels. I have also collaborated with other committees and HIMSS National to deliver valuable events, programs, and content to our members. A passion for public advocacy and education drives my commitment to the DVHIMSS Chapter. I am eager to continue finding innovative ways to engage with healthcare IT professionals in the greater Philadelphia area.

With over fifteen years of experience in marketing, strategy, and analysis roles within the healthcare IT industry, I bring a wealth of knowledge to the DVHIMSS board. Most recently, I served as a Sr. Manager, Market Intelligence for Panda Health, a digital health startup focused on creating a digital health marketplace for providers and suppliers. Before this, I was the Product Marketing Manager for the National Committee for Quality Assurance (NCQA). I have worked with major industry brands, including Siemens Healthcare, Lumeris, and Thomson Reuters (IBM Watson). I have also been a Judge for the Digital Health Awards for the Digital Health Hub Foundation for the past two years, served as a presentation reviewer for the HIMSS Annual Conference for the last three years, and a soon-to-be HIMSS Certified Professional in Digital Health Strategy Transformation (CPDHTSSM) Digital. My educational background includes a Master’s in Public Health and a BA in Biology from Boston University.

I am enthusiastic about the opportunity to continue serving on the DVHIMSS Board and contributing to the chapter’s mission of advancing healthcare through IT. If re-elected, I would continue to find additional ways that the DVHIMSS chapter can provide additional value to our members, including additional networking opportunities and professional development and support.

Rakesh Mathew, HIKE HEALTH

Rakesh Mathew stands as an accomplished executive, specializing in forging consensus and driving growth within both public and private sectors. His expertise encompasses management consulting and business development, with a profound emphasis on digital transformation initiatives in healthcare. This ranges from designing and deploying tech solutions for value-based care and healthcare data aggregation, to spearheading interoperability, operations, project and program management, as well as engagement and adoption strategies within Health Information Exchange (HIE).

Internationally renowned for his work on interoperability for payers and providers, Mathew has led numerous EMR modernization efforts and FHIR implementations for CMS Interoperability, the 21st Century Cures Act, and patient access compliance. He also actively contributes to several HL7 FHIR Accelerators and Workgroups, such as Da Vinci, CARIN, Gravity, and Codex, working towards innovative FHIR solutions for fluid data exchange between payers and providers.

Mathew’s earlier roles include Chief Innovation Officer and Senior Director of Technology at HealthShare Exchange (HSX), during which he propelled the HIE’s expansion and widespread adoption by major hospital and payer systems across Pennsylvania, New Jersey, and Delaware. One of his landmark achievements was pioneering the first marketplace for HIE (HSX MarketStreet), revolutionizing the concept of healthcare and IoT data through an API-based platform that provided selective, secure access to solutions.

With an extensive background in the healthcare payer industry, Mathew has been instrumental in projects such as Horizon Blue Cross Blue Shield (BCBS) of New Jersey’s Payment Innovation Program. This initiative aimed to broaden the reach of BCBS’s value-based programs to all members nationwide through the Blue Distinction Total Care (BDTC) program.

Mathew also significantly contributed to the New Jersey Regional Extension Center (NJ-HITEC), now part of the New Jersey Innovation Institute (NJII), leading the deployment of Electronic Medical Record (EMR) solutions for over 6,000 physicians to promote Meaningful Use of EHR in New Jersey. His efforts led to the creation of a Statewide health information network – NJHIN.

During his tenure with Verizon, Mathew was pivotal in formulating a healthcare-focused sales strategy during the company’s transition from 3G to 4G. His vision inspired healthcare and pharmaceutical companies to explore innovative applications of wireless technology within their ecosystems.

Samir Mehta, Nordic

Hi, I am delighted to be presented the opportunity to serve on the board of DVHIMSS. This has been an organization that has helped me engage with the local Healthcare Technology leaders, that actively contribute to our communities through patient care and guiding our young members. I have been involved with DVHIMSS for over 12 years and have had the benefit of being mentored by some of its leaders. I now have the opportunity to follow these leaders, lead this esteemed organization and offer mentorship and guidance to the new members seeking a career in Healthcare Technology.

 I bring over 20 years of experience in Digital Strategy and Transformation, helping healthcare organizations through their technology transformational journey, by building innovative digital products and experiences, delivering measurable health outcomes. I am passionate to work with clinical and technology leaders in leveraging the digital platforms, user experiences, health cloud, data science, AI/ML models and managed services to bring operational excellence in care delivery. I look forward to collaborating with healthcare providers, academic institutions, payers, solution vendors and students in building partnerships, thought leadership and technologies to address the challenges of today and the future of care delivery.

 I am currently the Director for Client Partnerships at Nordic, a Healthcare technology leader, addressing the clinical, operational and financial challenges of our healthcare customers. I have held leadership roles at organizations like Cigna, NTT Data, Dell Healthcare, SEAL Consulting and KPMG, allowing me to bring management consulting, provider and payer experience to DVHIMSS. I have a Masters in Biomedical Engineering from Drexel University and Executive Leadership programs from Harvard and Wharton. I am based in the Philadelphia area and an avid Philly sports fan. I live in Cherry Hill, NJ with my wife and two sons.  We love to travel the world, hike, play golf and scuba dive. I enjoy teaching and have had teaching assignments at Temple University in their HIM program.

Nadine Opstbaum, Lehigh Valley Health Network

Nadine Opstbaum is a Health Care Executive with over thirty-five years of experience leading clinical and technical teams in the implementation of electronic medical records, medical device integration, remote patient monitoring, telemedicine, secure messaging and patient engagement software. She has worked for Lehigh Valley Health Network for the past twenty-three years. Prior to Lehigh, Nadine worked in IT at Hospital of the University of Pennsylvania and at Drager Anesthesia Systems as a Marketing Manager. She has a Bachelor of Science from Drexel University in Commerce & Engineering Science and an MBA from DeSales University.

Frank Sites, Jefferson Health

I am writing to express my interest in joining the DVHIMSS board of directors.

My name is Frank Sites and I currently serve in the role of Vice President for Connected Care Operations at Jefferson Health.  In this role, I oversee all telehealth and urgent care activities focused on strategies to improve patient access, increase revenues, reduce costs, and to deliver outstanding services for the programs we serve.  I have been at Jefferson Health for nearly nine years and have had the opportunity to see telehealth grow from a fledgling program to a substantial service line encompassing over 250K telehealth visits annually.

By background, I am a registered nurse and spent most of my clinical career as an emergency department trauma nurse in the Penn Health System.  Prior to my role here at Jefferson, I served as the Operations Director for a tele-ICU program at the University of Pennsylvania Health System which established tele-critical care services leveraging critical care intensivist physicians and critical care nurses to help reduce the morbidity and mortality of ICU patients.

Over my career, I have served in numerous nursing and administrative leadership roles including Vice President, Service Line Administrator for Emergency & Hospital Medicine at Jefferson Health, Chief Nursing Officer at Good Shepherd Penn Partners, Clinical Director for Nursing at Pennsylvania Hospital (Medical Surgical and Emergency Nursing) and as an Operations Director for Critical Care at Reading Health System (Tower Health).

My educational background includes a bachelor’s in nursing from Holy Family University and a master’s degree in healthcare administration from Saint Joseph’s University.

Previously, I have served as a reviewer for the American Association for Critical Nurses Journal focused on telemedicine and tele-critical care.  I have also served as an expert reviewer for the AACN’s Tele-ICU consensus statement focused on high-acuity, progressive critical care and currently serve as a journal reviewer for Telemedicine and e-Health.

As a passionate advocate for creating access to healthcare through leveraging telehealth and healthcare technologies, I am eager to contribute my expertise and interests to the DVHIMSS Board of Directors.  My interest in joining the board stems from a commitment to working with like minded individuals focused on expanding our network of colleagues focused on driving safe and equitable healthcare while leveraging technology in a manner that fits with the healthcare ecosystem.

Throughout my career, I have had the opportunity to implement a Computer Physician Ordering Entry system (CPOE), as well as numerous telehealth programs including tele-critical care and tele-sitting with a clear focus on improving systems in a safe and equitable manner for patients and clinical staff.  I am excited about the prospect of contributing to the strategic direction of DVHIMSS. I am a former DVHIMSS Board member and Central PA HIMSS chapter President.  I am the past Executive Director of the PA eHealth Initiative and have since managed a global health innovation consulting firm (the last 14 years).  I would honored to re-join the DVHIMSS Board, share the lessons we’ve learned form around the globe from health IT startups navigating their way through HIPAA and commercialization.  Last year our firm help launch with one of our health system clients, Cooper Health, the first hospital-run SDOH Hackathon, and we did so with the indispensable help & support of Dana Castro and HIMSS.  This year, with Dana and HIMSS’ helping facilitate, we’re going national, and I’d like to help work with DVHIMSS membership, leadership and partners to grow and better the event and in the process our communities.  Thank you!
